Results presented as ratio of congested speed to free flow speed.

Congested speed calculated as average of median speeds observed within 15 minute time bins within analysis time window.

Free flow speed calculated as average of 85th percentile speeds within 15 minute time bins during off peak hours (all days between 8 pm and 4 am).
